            For USAID, evaluated the system to support the national elections.  Evaluated requirements to integrate the Civil Registry with the Electoral Registry. Provided technical assistance to the National Electoral Court in implementing the integration of the two registries. Assessed the proposed information technology architecture and system functionality of the pilot case tracking system in the Court of Santa Cruz.  Assessed possible replication of such a system in other courts nationwide.

 

            For the Inter American Development Bank (IDB through PRONAGOB), conducted requirements analysis and a conceptual design to implement the National Civil Registry network, an initiative under the National Electoral Court.  Evaluated alternative database management systems including SID, Oracle, and SQL to support system development.  Under a different task order, teamed with the Organization of American States (OAS) to evaluate the pilot implementation and data conversion effort for the automation of the Civil Registry.

 

      Peru

 


            Evaluated the National Registry of Detainees, an initiative under USAID, and identified system improvements to increase data quality and access to information.

 

      Colombia

 

            Under a USAID initiative, evaluated the information technology plans for the Public Ministry, Prosecutor's Offices, Ministry of Justice, and Superior Judicial Council.  Participated as guest speaker in a seminar on "Technology Applied to the Administration of Justice" sponsored by the Foundation for Higher Education.  Provided Quality Assurance of prime contractor deliverables in the pilot implementation of an integrated network to link major Prosecutors’ offices.
