JURIS: JURISPRUDENCE AND
CASE TRACKING USING INTERNET TECHNOLOGY
The
problem: In many
countries, no history of court decisions and jurisprudence is readily available
to judges as they prepare and decide new cases. Information is not available
when needed and cannot easily be shared.
Usually, the public has limited
means to review and track judicial decisions. The absence of a Judicial
Registry that properly classifies, organizes, and publishes judicial decisions
is a critical weakness. The Registry is an important tool to help ensure that
judgments are consistent with law and with precedent. It also can be invaluable in helping to evaluate the quantity and
quality of judges’ work. A Registry
that is paper-based or uses outdated technology is generally difficult to
access and manage, inefficient, error-prone, and costly.
The
solution: We
have developed Juris,
an internet-based solution that allows court officials to have access to all
past court decisions, using powerful and easy-to-use search engines. In addition, automatic publication of court
decisions is embedded as part of the case-tracking process. We use state-of-the-art workflow tools to automate
the case tracking process, eliminating unnecessary steps and minimizing the
flow of paper-based documents among the different entities involved in handling
cases.

What we
deliver: We conduct all phases of implementation of the web-based Judicial
Registry. The implemented system
captures documents electronically in a standardized format, establishes an
indexing system to allow for classification and cross-referencing of each case
depending on the legal issues or facts of the case, and enters captured
documents into a database that allows users, via the internet, LAN, WAN or
other connectivity, to search cases based on key words or free text and
retrieve the full document found as a result of the search. To achieve this, we undertake the following
tasks:
1. Develop a work plan for implementation.
2. Conduct document analysis.
3. Define and develop macros and scripts to
standardize documents.
4. Support the institution in the migration and
standardization of documents for publication on the Internet.
5. Evaluate the case-tracking process.
6. Build a customized workflow to improve case
tracking and publish documents on the Internet.
7. Provide and install the necessary hardware, software and
telecommunications with sufficient capacity to place the information on the
Internet and serve users effectively.
8. Provide training to technical and end-user
court personnel.
