• Dominican
Republic
PlanITech supported the Prosecutor General’s Office in organizing its
Information Technology (IT) Directorate and providing quality assurance (QA)
for implementing an electronic solution for criminal case tracking.
• Panama
Under
USAID, evaluated projects considered critical to support the 1994 national
elections, including civil and voter registration under implementation by the
Electoral Tribunal. Conducted a
strategic information technology assessment for the Civil Registry. Evaluated information technology plans of
the Judiciary and Public Ministry and defined an integrated plan for the
justice sector including implementation of case management, normative
reference, and administrative systems.
Conducted a functional requirements assessment to implement a
Legislative Reference System for the Center for Judiciary Research.
PlanITech is the approved IQC
subcontractor under Management Science for Development for the USAID Rule of
Law program. Currently implementing a redesigned Judicial Registry for the
Judiciary under contract with Management Science for Development.
For the
Electoral Tribunal of Panama under the UNDP and USAID, developed the Strategic Information Plan of the
Electoral Tribunal. Design of
Citizenship Identification Project, comprising the redesign, updating and
refinement of the Civil Registry database and process. Provided assistance in the design and
implementation of the evaluation of proposals.
• El
Salvador
Conducted an information
needs assessment and requirements analysis for the Special Investigative Unit
of the Ministry of Justice to implement systems to improve management of
criminal cases. Under USAID support,
evaluated information technology plans for the Supreme Court and its court
system and recommended changes to the overall hardware and software
architecture to support implementation of the Court's application
portfolio. Evaluated a case tracking
system to support case handling and monitoring in criminal courts.
• Costa
Rica
Evaluated
alternative solutions to link the Legislative Assembly and the Attorney
General's Office to enable them to exchange legal reference information. Evaluated the plan to implement an Imaging/Full
Text Retrieval System for the Legislative Assembly.
• Honduras
Under
USAID, evaluated the information technology infrastructure to implement a Legal
Reference System for the Congress and assisted project in evaluating project
deliverables. Evaluated the Brazilian application software implemented by the
Brazilian Congress as an alternative to meet legislative-reference information
needs.
• Nicaragua
Under USAID, led a
technical team to conduct a requirements analysis for the National Assembly to
implement Bill Tracking, Legal Reference, and Administrative Systems. Defined the IT architecture and
infrastructure and management plan to support the implementation of such
systems.
Under a USAID activity, provided technical
assistance to the Supreme Electoral Council of Nicaragua in process
reengineering and development of the information infrastructure and information
systems for the new citizen identification system (cedulacion) and
support the general elections of 1996.
Assistance included system design, design and follow up of a training
program for municipal registrars and auxiliary personnel, technical assistance
in the design and selection of hardware, design of control systems for citizen
identification, voter registration, and information systems to support the
general elections.
Evaluated the information technology plans
for the Public Ministry, Prosecutor's Offices, Ministry of Justice, and
Superior Judicial Council. Participated
as guest speaker in a seminar on "Technology Applied to the Administration
of Justice" sponsored by the Foundation for Higher Education. Provided Quality Assurance of prime
contractor deliverables in the pilot implementation of an integrated network to
link major Prosecutors’ offices, an initiative under USAID.
• Bolivia
For USAID,
evaluated the system to support the national elections. Evaluated requirements to integrate the
Civil Registry with the Electoral Registry. Provided technical assistance to the
National Electoral Court in implementing the integration of the two registries.
Assessed the proposed information technology architecture and system
functionality of the pilot case tracking system in the Court of Santa Cruz. Assessed possible replication of such a
system in other courts nationwide.
For the Inter American Development Bank (IDB through
PRONAGOB), conducted requirements analysis and a conceptual design to implement
the National Civil Registry network, an initiative under the National Electoral
Court. Evaluated alternative database
management systems including SID, Oracle, and SQL to support system
development. Under a different task
order, teamed with the Organization of American States (OAS) to evaluate the
pilot implementation and data conversion effort for the automation of the Civil
Registry.
Under contract with Management Sciences,
PlanITech replicated the successful IT
project from Panama, to convert four years of jurisprudence to standardized
formats and publish them on the Internet, using powerful and easy-to-use search
and indexing tools.
• Peru
Evaluated the
National Registry of Detainees and identified system improvements to increase
data quality and access to information.
• Egypt
For USAID/Cairo, participated in the evaluation of proposals to
implement administrative and judicial improvements in pilot courts under the
Administration of Justice project.
• Rwanda
As a
subcontractor with Management Science for Development, PlanITech designed and supported
the implementation of a Wide Area Network (WAN) for the Ministry of Justice.
This project provides voice and data over the Internet, linking parquets to the
central office. In addition to the
design and the RFP preparation, PlanITech conduct quality assurance activities
for products and services contracted with a regional systems integrator.
• Russia
For the World Bank
in Moscow, assisted a team of legal experts to analyze the technical aspects of
the Judicial Reform Project in Russia. Evaluated
legal information systems in Russia and provided recommendations on the
implementation approach for the legal information component. This component is a $100 million initiative
by the Government of Russia, funded by the World Bank.
