      Panama

 

            Evaluated USAID-funded projects critical to supporting the 1994 national elections, including civil and voter registration being implemented by the Electoral Tribunal.  Conducted a strategic information technology assessment for the Civil Registry.

 

As PlanITech managing partner, implementing case management and tracking at all courts of the Panamanian Supreme Court, using a workflow automation tool.  Implemented an indexing and search engine to publish court decisions in the Internet.

 

            For USAID/Panama, evaluated functional areas of the Ministry of Planning (Coordinating Unit), and conducted an information-needs assessment for the Interoceanic Regional Authority (ARI). Evaluated the information needs of the Canal Transition Commission.

 

            Evaluated the information technology component of the Financial Management Reform Project to implement an Integrated Financial Management System (IFMS) in institutions of the Government of Panama.

 

            Through the United Nations (UNCTAD), provided technical and management support to the government of Panama in evaluating the general requirements of its electronic government  (“e-government”) program, and assisted central government institutions in identifying initiatives, objectives, and indicators using the logical framework methodology.

 

 

      El Salvador

 

            Conducted an information needs assessment and requirements analysis for the Special Investigative Unit of the Ministry of Justice to implement systems to improve management of criminal cases.  Evaluated information technology plans for the Supreme Court and its court system and recommended changes to the overall hardware and software architecture to support implementation of the Court's application portfolio.  Evaluated a case tracking system to support case handling and monitoring in criminal courts.

 

Conducted an assessment of the Ministry of Education's information technology infrastructure and provided project team with specific recommendations to support the IT implementation.  Defined an action plan and deliverables to assist the Ministry in the pre-implementation and post-implementation of IT initiatives.  

 

 

      Costa Rica

 

            Evaluated alternative solutions to link the Legislative Assembly and the Attorney General's Office to enable them to exchange legal reference information.  Evaluated the plan to implement an Imaging/Full Text Retrieval System for the Legislative Assembly under a USAID initiative.

 

Evaluated prototype systems to improve the efficiency and control of the National Customs Service.  Evaluated the implementation of operational systems and procedures for the National Customs Service.

 

            Conducted an Information Strategic Planning workshop for the National Customs Service.  Studied U.S Customs/Miami operations to identify possible transfer of technology to Costa Rican Customs.  Evaluated Guatemalan Customs system (SIDUNEA) and determined the feasibility of its implementation for Costa Rican Customs.

 

            Conducted a Security Assessment of the Customs Information System, identifying system vulnerabilities and recommending policies, strategies, and procedures to improve system security.

 

            Conducted an Information Technology Assessment for the National Federation of Cooperatives to support the implementation of financial information services throughout 52 cooperatives and six subsidiaries using the existing telecommunication infrastructure in Costa Rica including X.25 public packet switching.

 

 

      Honduras

 

            Under USAID sponsorship, evaluated the information technology infrastructure to implement a Legal Reference System for the Congress and assisted project in evaluating project deliverables.   Evaluated the Brazilian application software implemented by the Brazilian Congress as an alternative to meet legislative- reference information needs.

 

Evaluated the information technology strategy to support the Primary Education Efficiency Project. Suggested improvements to the Education Information System and assisted project management in contracting such improvements through local software integrators.  Provided continued evaluation and monitoring of the implementation and associated deliverables.

 

            Conducted an assessment of information technology initiatives at the Ministry of Health and Ministry of Agriculture.

 

Provides Quality Assurance of deliverables and support the implementation of the Administrative and financial system at the Ministry of Health.

 

 

      Nicaragua

 

            Under the Democratic Initiative Program of USAID, led a technical team to conduct a requirements analysis for the National Assembly to implement Bill Tracking, Legal Reference, and Administrative Systems.  Defined the IT architecture and infrastructure and management plan to support the implementation of such systems.

 

Conducted an assessment of the Property Management Project aimed at improving the management of information used in compensating property owners for confiscation under the Sandinista Government.  Evaluated alternatives to establish a reliable information source to support the payment of compensation through government bonds.  Assisted the Project in developing a systems concept to support  the conversion of certificates  to a new single value  bond instrument to pay for properties confiscated.

 

            Conducted an information technology requirements analysis for the Ministry of External Cooperation to manage and monitor projects sponsored by Non-Governmental Organizations.  Evaluated critical programs of ten governmental ministries and institutions and recommended IT infrastructures to alleviate critical information limitations.

 

            Conducted an IT Strategic Planning Seminar for the Superintendence of Banks.

 

 

      Guatemala

 

            Prepared a cost/benefit analysis of the USAID Private Enterprise Development Project.  Evaluated critical information requirements of ten major offices under the Ministry of Economy.

 

 

·                    Dominican Republic

 

Evaluated organizational changes to the IT Department of the Attorney General’s Office and defined a new organization, position descriptions, and personnel requirements.  Evaluated the IT hardware and software requirements for the IT department, the Anticorruption Department Office, and Public Defender’s Office and prepared support documentation to assist in the procurement of IT resources.

 

Organized and conducted quality assurance activities to ensure that contracted software for case tracking at pilot sites of the Supreme Court and Attorney General’s Office met system specifications in accord with contractual terms and conditions.
